Doc Eric came from an ordinary middle class family of nine siblings. Talisay Elementary School, a public school in the City, provided his primary education while his secondary education was attended at the then University of Negros Occidental – Recoletos de Talisay. He went to West Visayas State University in Iloilo City to take pre-medicine course of Bachelor of Arts and then proceeded to study Medicine in the same University. He undertook further study and internship to specialize in surgery.

While in medical practice, he answered the call to serve his fellow Talisaynons, ran as a Sangguniang Panlungsod Member and was elected as the number one councilor in the 1998 elections. He then ran as the Vice Mayor of former Mayor Anthony “Ton” Lizares and won in the 2001 elections. Their tandem again won during the 2004 elections. When the Mayor Lizares passed away in 2006, Doc Eric succeeded him and took on the challenge of leading the City.
