The City commits itself to deliver stakeholder satisfaction through:

Performance Governance System

Last November 2009, the City Government of Talisay adopted Performance Governance System (http://isacenter.org/core-programs/performance-governance-system/), a management system that channels the energies, abilities and special knowledge of executives and their stakeholders into one strategic and measurable direction. The City is the first local government unit in the Province of Negros Occidental to adapt and implement the said governance process.

The City undertakes such process to improve governance practices using the balanced scorecard process which translates organizational strategies into concrete and quantifiable outcomes by measuring whether the operational activities are aligned with the City’s long term objectives and strategies contained in the road map.

It was developed by Institute for Solidarity in Asia or ISA (http://isacenter.org/), an independent, non-profit, non-partisan advocacy organization whose core advocacy is promoting governance, economic and organizational reform through public-private partnership.

Under the Performance Governance System, the City has laid out its vision, which is to make Talisay City the Village City: The Model for Balanced Development by 2040. With this vision comes a strategy roadmap that will guide the officials, employees and citizens of the City in attaining its goal.
