Inclusion in Action: Mayor Weng Lizares Champions PWD Rights and Welfare During National Disability Rights Week

Talisay City marked the 48th National Disability Rights Week on July 20, 2026, at the City Public Plaza, with Mayor Atty. Weng Lizares reaffirming her administration's commitment to inclusive governance where no Talisaynon is left behind.

Embodying her flagship vision of Gwapa nga Panghimanwa—a administration rooted in compassion, accessibility, and holistic public service—Mayor Weng personally assured members of the Persons with Disabilities (PWD) community that their welfare remains a primary priority for the local government. In her address, she underscored the critical role of economic empowerment, reiterating her push to expand job opportunities and active recruitment for qualified PWDs within the local workforce.

Demonstrating this commitment through direct action, the event included the turnover of essential mobility aids and special giveaways for attendees:

  • Free Wheelchair Mission Donation: 12 wheelchairs and 1 cane were turned over through the CSWD Office, headed by Dionela Madrona.
  • Gwapa Nga Panghimanwa Support: 3 additional wheelchairs were donated directly by the city administration.

The commemoration featured Keynote Speaker Dr. Ana Roberta Guanco alongside Resource Speaker Adrian Patricio, RSW. Patricio delivered an insightful briefing on PWD legal rights, benefits, and healthcare facility services, followed by an orientation and registration session for the YAKAP program. Adding to the festive atmosphere, a community raffle gave away sacks of rice, bath towels, and various home appliances to lucky beneficiaries.

Through sustained financial aid, healthcare access, inclusive public infrastructure, equal workplace opportunities, and hands-on community engagement, the Gwapa Nga Panghimanwa administration continues to build a city where every citizen is valued, supported, and empowered.
